Ukraine: Kiev Inner Ring Road Project Technical Consultancy

The National Projects Agency is in charge for developing strategic projects through the Country, with a particular focus on those which will strengthen the transport system of the capital city Kiev, where a key role is played by the completion of the Kiev Inner Ring Road. Since the end of Soviet era the existing partial Kiev ring road has not been expanded on the eastern side of the city due to the presence of the Dnepr River, which divides Kiev in two parts; the river itself represents the main problem for the completion of the Inner Ring Road. During recent years Kiev road system, without a structured ring road, has reached its capacity limits and now the Government is considering the ring road completion like a national priority project.

The project of the Kiev Inner Ring Road will include:

  • About 18km of greenfield full profile motorway section with a total of 8 lanes
  • A main tunnel of 4 km under the Dnepr River or in alternative a main bridge with a length of 600 m plus a total of 6 km of approach viaducts
  • 2 major motorway interchanges plus 2 intermediate two levels intersections
  • new toll system (this road section is expected to be the first toll road of the Country)

Until now a Pre-Feasibility Study has been already prepared and approved by the Government which intends to proceed with next project phases; in the meanwhile, with the assistance of IFC, National Projects Agency is considering to increase the sustainability of the project developing it under a PPP scheme.
