Kazakhstan’s Ministry of Investments and Development (“MID”) wishes to attract a concessionaire to build, finance, operate and maintain for 20 years a new 4/6-lane, 66 km ring road around the city of Almaty. Known as “BAKAD”, this project will be the first toll-road concession in Kazakhstan and it is expected to attract $800m in private sector financing.

MID has retained IFC to prepare the transaction for market and to identify a suitable concessionaire. Tasks for which IFC is responsible include: (1) completing technical due diligence, (2) recommending a “bankable” transaction structure, (3) marketing the transaction to prospective investors, (4) implementing a competitive tender, and (5) technical assistance to the Client.
