Project Introduction
The assignment included technical assistance to the Transport Directorate (TD, a department of Ministry of Transport and Maritime Affairs) in undertaking a comprehensive “Feasibility Study” in order to:
a) identify sections of the thirteen local roads to be reconstructed and improved in order to upgrade these roads to regional roads in line with the requirements of European Bank for Reconstruction and Development (EBRD);
b) prepare general design of the sections of the local roads to be reconstructed.

The key tasks of this assignment were to provide:
• a general assessment of the current network and the proposed project as a whole, selection of individual sub-projects and description of each sub-project;
• information on the role and place of the proposed investment in the overall investment strategy for the road sector in Montenegro as well as the review of the existing funding arrangements and needs of the TD, in particular with regards to the current financing flows for construction and maintenance of roads; assessment of the feasibility to introduce Performance Based Contracts;
• identification of sections at the thirteen local roads to be reconstructed and preparation of cost estimates for each sub-project;
• technical evaluation of each sub-project, including general design as a basis for tender for detailed design and construction;
• economic evaluation of the proposed investment;
• preparation of the draft procurement plan and procurement schedule for the project;
• environmental and social due diligence including drafting of Environmental and Social Analysis report and ESAP as required to meet EBRD Environment and Social Policy (2008) requirements.
