- Reviewing the basis on which the proposed alignment and the two technical solutions (“Bridge” and “Tunnel” under the Dnieper River) were chosen
- Road Safety Audit, with particular attention to the “Tunnel” solution, including a general risk assessment related to emergency procedures/facilities headed to the dangerous goods accident management.
- Reviewing the basis on which capital investment costs were estimated
- Reviewing the traffic study and forecast
- Reviewing Terms of Reference for the preparation of project feasibility study which will be carried out by local Ukrainian designers
- Provide suggestions for how the selected technical solution could be optimized from the technical point of view
- Review all relevant information (previous studies, hydrological data, etc.)
- Prepare updated estimates of the cost of capital construction for the selected solution
- Prepare updated estimates of annual O&M costs for the selected solution
The objective of this project is to assist the Government of Ukraine, through the State Agency for Investment and National Projects, to conduct preliminary analysis to determine the conditions and risk allocation framework under which implementation of a specific section of Kiev Ring Road project could be feasible as a PPP (missing link of 18 km in south part of the inner Ring Road of Kiev, the section linking M03 highway close to the Kiev International Airport. The following topics have been treated:
- Auditing the existing technical documentation
- Preliminary visual and desk review of geotechnical conditions
- Value engineering
- Updated cost estimates
