Under the framework of the Vision 2020, the ToR clearly states that this Project will be aimed at setting up a toolkit in condition to help the Rwanda Transport Development Agency (RTDA) to reduce uncertainties in cost estimation for road and bridge works and to consolidate on a single work document, called Memento, the whole transport sector condition, the results to be achieved and their respective action plan, based on the existing available documents.
