Rwanda – Memento of Transport

SPEA has been awarded the consulting service for the development of an IT platform management for implementation, monitoring and updating the rates and estimation of unit costs and technical specifications, in addition to the preparation of a descriptive statistical report summarizing the state of art of the transport system of Rwanda (nominated “Memento of Transport”).

Under the framework of the Vision 2020 for the infrastructure development in the country, the project arises from the need of the Government of the Republic of Rwanda, through the Agency for Development of Transport RTDA (Rwanda Transport Development Agency), to optimize the allocation process and construction of road projects through the standardization of the various components of procedure, with the ultimate goal to reduce time delays, that caused the increasing of the amount of works.

In details, the specific objectives of the study are as follows:

  • To review current practices of analysis of rates, estimation of unit costs for various items of road and bridge works including the taxes;
  • To identify relevant items of road, bridge works;
  • To assess data requirements for the development of a toolset/software for analysis of rates for the same;
  • To develop a standard database for working out rates for various items of road and bridge works and other transport projects; and
  • To develop a Window-compatible user-friendly toolset/software for analysis of rates and preparation of annual standard schedule of rates for various items of road and bridge works in Rwanda.
  • To develop a Memento of Transport Projects.
