Montenegro – Strategy and Model Contracts for PBM, and Road Safety Regulation

Spea Ingegneria Europea  has been awarded the contract in Montenegro for strategy and model contracts for performance based maintenance, and road safety regulation.

The primary objective of the assignment is to support the Client to building a PBM wide strategy and road safety technical assistance capacity at the local level.

Spea Ingegneria Europea will build on the experience gained to date on the implementation of the PBM contract and propose measures that can be adopted in the follow-on PBM contracts to improve the attractiveness of the contract to local market and to ensure that the cost-efficiency of the contract is optimized.

Specific tasks of this project are:

•  Preparation of the PBM Contract Strategy including development of the Action Plan
• Preparation of the model PBC contract
• Capacity Building Strategy on PBM/road maintenance
• Road Safety Auditing Framework
• Development of a Road Safety Programme
