The overall objective of this project is to support UNRA (Uganda National Roads) in identifying and selecting a private sponsor(s) who would design, build, finance and operate the Project under a PPP agreement with the government.

The activity consists of the following parts:

Phase 1 – Due Diligence and Project Structuring

  • Phase 1 Due Diligence which supports the technical prefeasibility study would include:
  • Preliminary technical audit of the feasibility study and designs for the Kampala Southern Bypass;
  • Review and optimization of the project designs;
  • Engineering and Cost Study;
  • Traffic and tolling study;
  • Transaction Structuring; and
  • Promotion and marketing.

 

Phase 2 – Bid Preparation and Implementation

  • The technical & traffic Consultant’s main focus during Phase 2 will be to support IFC in the preparation and management of the bid process, including (without limitation) the following:
  • Preparation of technical specifications defining the technical aspects of the concessionaire’s
  • Assistance during pre and post negotiations with the bidders and evaluation processes.
