  • Review of Network Data and Data Collection, including:

    • HDM4 Analysis based on 81 optional alternatives for pavement capital works and 5 budget scenarios with the aim at estimating the best scenario in terms of costs (namely available budget) and benefits (LoS, IRR, NPV, etc.);
    • Definition of the contract distribution along the national road network and cost estimates for each contract
    • Cost benefit analysis
    • Financial and Payment models.
    • Preparation of the overall PBM Bidding Documents framework (BD)
    • Gap analysis of the current capability and expertise of the Albanian Road Authority in the Asset Management Practices and Procedures
    • Definition of the Key Drivers for setting up a modern and efficient AMS
    • Independent Road Safety Audit;
    • Preparation of TOR for TA for Improvements to Management of Road Safety
    • Review Guidelines and Policies for Preparation of Environmental and Social Safeguards Documents

This project is a response to increased traffic volumes generated during the last few years in Albania by the implementation of a sound road maintenance standards and road safety framework. At this purpose, the project will include the following main components:

  • Identify and assess of current context in terms of existing national road inventory, arrangements for contracting road maintenance activities, in order to define the most suitable way for implementing the maintenance contracts and prepare their bidding documents.
  • Assess the current approach in management of Road Safety, including auditing and operationalizing activities, aiming at the introduction of a Road safety Practices aligned both the local context and international standards (such as the European Directive 2008/96/CE and the International Standard law ISO 39001).
  • Review the World Bank’s environmental and social safeguards policies in light of local context in order to prepare a suitable set of ESS documents for the RRMSP.
