This project is aimed at the preparation of an Action Plan which sets out the policies and measures to be implemented in order to meet the sustainability objectives for the overall Transport Network of Albania (Roads, Rails, Airports, Ports). For each policy or measure, the Action Plan will articulate the objectives, implementation agency, costs and benefits (including expected energy savings), funding sources for investments if necessary, and a timetable for implementation, as well as the monitoring arrangements. The key tasks are:

 

  1. Baseline Energy Use: Determine existing levels of energy usage and emissions from the transport sector, by mode, based on existing data
  2. Sustainability Objectives: State the sustainability policy objectives for the transport sector, including targets, based on existing government commitments
  3. Best Practice Review: Perform a review of international best practice in sustainable transport policies, for both national and urban transport
  4. Action Plan: Articulate practical and proven policies to achieve the stated sustainability objectives for a multimodal national transport system, identify investments and set out timetable for implementation
