Consulting Engineers for the design of an Asset Management Strategy for the Sierra Leone Road Authority

Spea Enigneering, in Joint Venture, has been awarded the consultancy service to support the Sierra Leone Road Authority (SLRA) in the development of good asset management practices, and produce an appropriate Asset Management Strategy (AMS) with incorporated risk allocation, defined levels of service for each category of road, based on identified and agreed performance indicators, and a forward work program. In details, the study will include the following tasks:

 

  • Part A: Review of Current Asset Management Practice, including (i) review of the adequacy of current information collection and use; (ii) collation of additional data; (iii) video logging; (iv) review of current practice.
  • Part B: Development of an Asset Management Strategy, including (i) definition of service level for each road; (ii) initial cost review for assuring service levels; (iii) review of contracting capacity to undertake new approaches and techniques; (iv) development of an Asset Management Strategy by combining Output & Performance-based Contracts with standard Quantity-based Contracts; (v) Industry Consultation Workshop; (vi) Final Asset Management Strategy.
